About approval of Rules of subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production

According to the subitem 41) of Item 1 of article 6 of the Law of the Republic of Kazakhstan "About state regulation of development of agro-industrial complex and the rural territories", the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" I ORDER:

1. Approve the enclosed Rules of subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production.

2. Recognize invalid the order of the Deputy prime minister of the Republic of Kazakhstan - the Minister of Agriculture of the Republic of Kazakhstan of June 15, 2018 as No. 256 "About approval of Rules of subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production" (it is registered in the Register of state registration of regulatory legal acts at No. 17306, it is published on September 3, 2018 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. To provide to department of production and conversion of livestock products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication;

5) within ten working days after state registration of this order submission to Department of legal service of the Ministry of Agriculture of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

5. This order becomes effective after day of its first official publication.

Rules of subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production

Chapter 1. General provisions

1. These rules of subsidizing of development of breeding livestock production, increase in productivity and product quality of livestock production (further – Rules) are developed according to the subitem 41) of Item 1 of article 6 of the Law of the Republic of Kazakhstan "About state regulation of development of agro-industrial complex and the rural territories", the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for provision of budget subsidies (further – subsidies) for the account and within the means provided in the local budget for the corresponding financial year, and also procedure for rendering the state service "Subsidizing on Development of Breeding Livestock Production, Increase in Productivity and Product Quality of Livestock Production" (further – the state service).

1-1. Main objective of subsidizing is development of breeding livestock production, increase in productivity and product quality of livestock production, including increase in availability of breeding animals, products (material) and services, and also reduction in cost of production costs of the made livestock products.

2. In these rules the following basic concepts are used:

1) authorized body in the field of development of agro-industrial complex – the state body performing state regulation in the field of development of agro-industrial complex;

1-1) abnormal weather conditions causing negative impact on procurement of forages – weather conditions which deviate normal or usual weather conditions for this region and season (atmospheric or soil drought, hot dry wind, frosts, loss of large hail of 20 millimeters in size (further – mm) and more or heavy storm rain amount of precipitation of 50 mm and more for the period 12 hours and less (in mudflow regions of 30 mm and more in 12 hours and less));

2) the database on identification of farm animals – the part of veterinary accounting providing single, multi-level data recording system about individual number of animal, about its veterinary processings, including results of diagnostic testings, and also data on the animal owner, performed by the state veterinary organizations created by local executive bodies, and used by authorized body in the field of veterinary science;

3) the feedlot – the production infrastructure of the subject of agro-industrial complex intended for fattening of animals, having the accounting number assigned according to the Rules of assignment of accounting numbers to the objects of production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin, and also the organizations for production, storage and realization of veterinary medicines, forages and feed additives approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of January 23, 2015 No. 7-1/37 (it is registered in the Register of state registration of regulatory legal acts No. 10466);

4) information system of the single State Immovable Property Cadastre – the information system containing data of land and legal inventories which procedure for maintaining is determined by the Land code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "About state registration of the rights to real estate";

5) target use – use of the animals acquired and declared on subsidy for the purpose of reproduction on conditions and in the terms specified in these rules;

6) No. 189 is excluded according to the Order of the Minister of Agriculture of the Republic of Kazakhstan of 04.06.2025

7) information base of selection and breeding work – the automated system of collection, accumulating and data processing about breeding animals and about the animals involved in selection process, used for enhancement and increase in genetic potential of animals, and also for accounting of breeding products (material), accompanied with the operator determined by authorized body in the field of breeding livestock production according to the subitem 34) of article 1 of the Law of the Republic of Kazakhstan "About breeding livestock production";

8) uterine livestock – the livestock which reached polovozrely age (on cattle breeding: breeding animals – of 13 months, commodity animals – of 18 months, on sheep breeding – of 12 months, on horse breeding – of 36 months; on pig-breeding: breeding and commodity – of 8 months, repair livestock – of 4 months), used for reproduction of herd;

8-1) subsidizing – the financing of specific receivers of subsidies on non-paid and irrevocable basis performed at the expense of budgetary funds;

9) receivers of subsidies (further – producer) – the physical person or legal entity which is engaged in production of agricultural products; the physical person or legal entity which is engaged in reproduction of animals with high genetic potential, their preserving and cultivation (breeding livestock production); the breeding center, the distribyyuterny center for realization of seed and embryos of breeding animals, the technician-osemenator rendering services in artificial insemination of uterine livestock of farm animals;

10) the electronic register of requests for subsidizing (further – the register) – set of data on requests for subsidizing, and other data reflected in GISS;

11) the state information system of subsidizing (further – GISS) – the organizational arranged set of information and communication technologies of the placed on the Internet, service personnel and technical documentation intended for rendering services in accomplishment of processes of subsidizing giving interaction opportunity with the web portal of "the electronic government", registration of the request for receipt of subsidies, and also its automated processing in electronic form;

12) No. 189 is excluded according to the Order of the Minister of Agriculture of the Republic of Kazakhstan of 04.06.2025

13) sluchny season – the period of pairing of uterine livestock for the purpose of receipt of posterity;

14) the web portal of "the electronic government" – the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

15) the digital signature (further – the EDS) – set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

3. Subsidizing is performed according to the list and standard rates of subsidies according to appendix 1 to these rules.

Payment of subsidies is performed based on the submitted application corresponding to criteria to the producers applying for receipt of subsidies (further – criteria), specified in appendix 2 to these rules at the time of giving.

4. The Ministry of Agriculture of the Republic of Kazakhstan (further – the Ministry) within 3 (three) working days from the date of change of these rules staticizes information on procedure for rendering the state service and sends to local executive bodies of areas, cities of republican value and the capital (further – MIO (service provider)), to the operator of information and communication infrastructure of "the electronic government" and to Single contact center.

5. In case of failure of GISS containing necessary data for issue of subsidies, the service provider without delay notifies the Ministry on the arisen situation which starts its elimination.

At the same time, after work on elimination of the arisen failure the Ministry within 3 (three) working days constitutes the protocol on technical issue and places it in GISS.

Chapter 2. Procedure for forming and distribution of subsidies

6. Forming and distribution of amounts of subsidies are performed by MIO (service providers) according to the types and standard rates of subsidies established in appendix 1 to these rules within the allocated budgetary funds for the corresponding financial year, taking into account:

information provided by local executive bodies of areas and cities about requirement of amounts of subsidies the current year;

total about the mastered amounts of subsidies in previous year;

regional features;

the prevailing specialization of agricultural production in the region, including the import-dependent directions, the determined quantity and share of the companies which are engaged in production of agricultural products.

Amounts of subsidies are determined by multiplication of quantity of units (the heads, kilograms, doses, pieces) on the corresponding standard rate of subsidies established according to appendix 1 to these rules.

In the presence of the debt on unexecuted obligations to producers formed as a result of nonpayment of subsidies according to the submitted and approved applications last financial year(s), the corresponding outstanding amount is subject to inclusion in calculation when planning amount of subsidies for the current financial year.

The total amount of need for subsidies in all directions of subsidizing is determined by summing of requirements by each type of subsidies.

The offered amounts of subsidies with appendix of the decision of maslikhat on approval of the regional budget for the corresponding period no later than January 10 of the corresponding year are signed by the EDS of the head of MIO (service provider) and sent by means of GISS for approval in the Ministry.

In the presence of the basis for the adjustment of total amount of means providing redistribution or growth in volumes of financing, allocation of additional resources for types of subsidies, MIO (service provider) makes corresponding changes to GISS and sends them by means of GISS for approval in the Ministry.

In case of the insufficient number of requests by separate types of the subsidies specified in appendix 1 to these rules and also in the presence of unused means, within financial year of MIO (service provider) redistributes the specified funds for other types of the subsidies specified in appendix 1 to these rules according to which there is shortage of means.

MIO (service provider) for subsidizing monitoring annually, till February 1 of the year following reporting represent to the Ministry:

information on use of subsidies on types of the subsidies established in appendix 1 to these rules on form according to appendix 4-2 to these rules;

analytical information on efficiency of use of subsidies on types, with assessment of achievement of results of key indicators of development of livestock production (increase in number of livestock of the cattle and bird, surplus of breeding livestock, growth in volumes of production of agricultural products, productivity growth, improvement of quality of products), influences of subsidies for decrease in importozavisimost and development of the export potential, efficiency of use of budgetary funds by industries.

7. The ministry within 2 (two) working days considers the provided amounts of subsidies for compliance to appendix 1 to these rules.

In case of compliance to the standard rates of subsidies established according to appendix 1 to these rules, the Ministry by means of GISS approves the provided MIO (service provider) amounts of subsidies.

In case of discrepancy to the standard rates of subsidies established according to appendix 1 to these rules, identifications of incorrect calculations in case of distribution of amounts of subsidies, the Ministry by means of GISS sends the motivated conclusion to MIO (service provider) with indication of causes of failure.

The term of completion of amounts of subsidies of MIO (service provider) constitutes 3 (three) working days.

8. After approval of amounts of subsidies of MIO (service provider) within 2 (two) working days places them on the official Internet resource.

9. In case of allocation of additional resources or reducing earlier approved budget of MIO (service provider) makes corresponding changes and (or) amendments to amounts of subsidies according to the procedure, provided by Items 6 and 7 of these rules with appendix of the relevant decision of maslikhat and written reasons signed by the deputy akim.

10. Standard rates of subsidies, and also criteria, forms of requests and submission due dates of requests affirm the resolution MIO (service provider) according to subitem 1-4) of Item 1 of article 27 of the Law of the Republic of Kazakhstan "About local public administration and self-government as the Republic of Kazakhstan" in the following directions:

on reduction in cost of cost of costs for forages to livestock of farm animals;

on acquisition of breeding manufacturing stallions of the riding direction of foreign selection by the breeding centers;

on cost recovery on content of breeding livestock of breeds of horses of the riding and riding and draft directions removed in the territory of the Republic of Kazakhstan.

Standard rates of subsidies in the "reduction in cost of cost of costs for forages to livestock of farm animals" direction, and also standard rates of subsidies and criteria "acquisition of breeding manufacturing stallions of the riding direction of foreign selection by the breeding centers", "cost recovery on content of breeding livestock of breeds of horses of the riding and riding and draft directions removed in the territory of the Republic of Kazakhstan" are established on the basis of recommendations of the specialized profile scientific organization for livestock production.

Chapter 3. Conditions of receipt of subsidies

11. Subsidies are paid:

to the physical persons and legal entities which are engaged in production of agricultural products;

to the physical persons and legal entities which are engaged in reproduction of animals with high genetic potential, their preserving and cultivation (breeding livestock production);

to the breeding centers, the distribyyuterny centers for realization of seed and embryos of breeding animals, the technicians-osemenatoram rendering services in artificial insemination of uterine livestock of farm animals.

12. For application for subsidies, the producer needs to be registered in GISS. The producer is registered independently, by means of the EDS.

13. For registration in the Personal account the producer specifies the following data:

1) for physical persons (individual entrepreneurs): individual identification number (further – IIN), surname, name and middle name (in the presence);

2) for legal entities: business and identification number, full name; surname, name and middle name (in the presence) and IIN of the first head;

3) contact information (postal address, phone, e-mail address);

4) current account details of bank of the second level.

In case of change of the above-stated data, the producer within 1 (one) working day changes the data entered in the Personal account.

14. Subsidies are paid in case of observance of the following conditions:

1) applications in electronic form by means of interaction of the web portal of "the electronic government" with GISS:

on receipt of subsidies for acquisition: breeding uterine number of cattle (the milk, milk and meat, meat and meat-and-milk directions), breeding manufacturing bull (the meat and meat-and-milk directions), breeding sheep, breeding manufacturing ram, breeding manufacturing stallion of the productive direction, breeding manufacturing camel, breeding manufacturing male pig, breeding pigs, breeding uterine livestock of goats, breeding daily young growth parent / прародительской forms of the meat direction of birds and daily young growth of final form of the egg referral got from breeding bird in form 1 according to appendix 3 to these rules;

on receipt of subsidies by the breeding centers, distribyyuterny centers for realization of seed and embryos of breeding animals and technicians-osemenatorami for services in artificial insemination of uterine livestock of the large horned cattle / sheep of producers and in agricultural cooperatives in form 2 according to appendix 3 to these rules;

on receipt of subsidies for the acquired same-sex and bisexual seed of breeding bulls milk / молочно-мясного and the meat/meat-and-milk directions in form 3 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of acquisition value of embryos of cattle and sheep in form 4 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of manufacturing cost of meat of chicken in form 5 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of manufacturing cost of milk (cow, mare's, camel) in form 6 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of manufacturing cost of milk by agricultural production cooperatives in form 7 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of cost of the realized beef by the meat-processing companies, engaged in slaughter and primary conversion of beef in form 8 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of cost of cattle of the men's individuals realized on fattening to feedlots or on slaughter in the meat-processing companies for form 9 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of cost of small cattle of the men's individuals realized on fattening to feedlots or on slaughter in the meat-processing companies for form 10 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of cost of small cattle of the men's individuals realized on fattening to feedlots or on slaughter in the meat-processing companies (seasonal deliveries) for form 11 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of cost of the pigs implemented or moved on slaughter to the meat-processing companies or on lethal Items in form 12 according to appendix 3 to these rules;

on receipt of subsidies for conducting selection and breeding work with breeding uterine livestock of domestic breeds of horses of the riding and riding and draft directions in form 13 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of cost of the thin and semi-thin/rough and semi-rough wool realized for conversion in form 14 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of manufacturing cost of honey in form 15 according to appendix 3 to these rules;

on receipt of subsidies for reduction in cost of costs in case of cultivation of breeding young growth of cattle of the meat direction / small cattle in form 16 according to appendix 3 to these rules;

2) registration of the submitted application in GISS with use of the EDS;

3) request compliance to the criteria established in appendix 2 to these rules.
