1. Approve:

The regulations on activities procedure in the field of gaming on content of casino (are applied);

The regulations on activities procedure in the field of gaming on content of the slot machine hall (are applied);

The regulations on activities procedure in the field of gaming on content of totalizator (are applied);

The regulations on activities procedure in the field of gaming on content of bookmaker office (are applied);

The regulations on activities procedure in the field of gaming on content of virtual gambling institution (are applied);

The regulations on requirements to virtual gambling institutions and procedure for carrying out testing of virtual gambling institution for compliance to such requirements (are applied);

The regulations on procedure for functioning of the special computer cash system providing control of turnovers in the field of gaming and the monitoring center for its servicing (are applied);

The regulations on procedure for maintaining the State register of models of the gaming machines allowed to use in the Republic of Belarus (are applied);

The regulations on procedure for the direction of gaming machines on engineering certification (are applied).

2. Determine that:

the size of money which availability shall be provided on the current (settlement) bank account with the special mode of functioning opened in bank or the non-bank credit and financial organization for the legal entities organizing and (or) holding gamblings by means of virtual gambling institution constitutes 90 000 basic sizes;

under the organization and (or) carrying out by the legal entity by means of virtual gambling institution only of bookmaker online games and (or) online games of totalizator provided that the result of event on which the bet consists depends on partial or complete coincidence of the forecast to the come, documentary confirmed facts, the size of the money specified in the paragraph the second this Item constitutes 20 000 basic sizes.

3. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix 1.

4. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix 2.

5. This resolution becomes effective since March 11, 2026.

Regulations on activities procedure in the field of gaming on content of casino

1. This Provision determines activities procedure in the field of gaming by content of casino.

2. For the purposes of this provision terms and their determinations in the values established are used:

Bank code of the Republic of Belarus;

The law of the Republic of Belarus of June 30, 2014 No. 165-Z "About measures for prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction";

appendix to the Regulations on implementation of activities in the field of gaming;

appendix 1 to the Decree of the President of the Republic of Belarus of December 21, 2017 No. 8 "About development of digital economy";

Regulations on procedure for functioning of the special computer cash system providing control of turnovers in the field of gaming, and the monitoring center for its servicing, with the approved resolution which approved this Provision.

In this Provision also following terms and their determinations are used:

the document confirming payment – the document created in casino using SKKS;

the payment document – the document created in casino using SKKS, confirmatory acceptance by the organizer of gamblings of payments by money including by means of bank payment cards, and (or) electronic money for participation in gamblings.

3. Legal entities of the Republic of Belarus have the right to contain casino after provision of license for activities by it in the field of gaming which constituting service is content of casino.

4. Activities for content of casino are performed in gambling institutions which locations are specified in the Unified register of licenses.

5. The procedure organizers of gamblings of activities in the field of gaming is determined by content of casino by this Provision, and also:

The regulations on activities procedure in the field of gaming on content of the slot machine hall approved by the resolution which approved this Provision – when carrying out gamblings with use of gaming machines;

The regulations on activities procedure in the field of gaming on content of bookmaker office approved by the resolution which approved this Provision – when holding bookmaker games;

The regulations on activities procedure in the field of gaming on content of totalizator approved by the resolution which approved this Provision – when holding games of totalizator.

6. Organizers of gamblings use the game tables staying on the registry in SKKS and belonging to them on the property right (economic maintaining).

7. Organizers of gamblings process information, distribution and (or) provision of which is limited, in information systems using system of the information security certified according to the procedure, established by Operational analytical center in case of the President of the Republic of Belarus.

Organizers of gamblings provide verification of identity documents of visitors of gambling institution, including in cash desk of casino, by means of use of the equipment for the scanning transferring in the automatic mode data of the checked documents in SKKS. The list of such equipment and procedure for its interaction with SKKS are determined by the monitoring center.

The visitor of gambling institution is not allowed to participation in gamblings and shall leave immediately casino in case of receipt of the gamblings by the worker of the organizer who is in casino (further – the employee of casino), concerning this visitor of gambling starting data from the state information resources of the Ministry of Internal Affairs on invalidity of the identity document issued by state body of the Republic of Belarus.

8. For the organization of gambling on game tables counters (chips) are used.

Nominal value of counter (chip) is caused on its surface in case of production. On surface of counter (chip) also drawing the trademark is allowed. Organizers of gamblings provide protection of the used counters (chips) against counterfeits.

Counters (chips) share on game and cost.

9. Cost counters (chips) are transferred to cash desk of casino to the cashier of casino.

10. Accounting of game and cost counters (chips) for the beginning and the end of the working day (change) is performed in register of counters (chips) for the beginning and the end of the working day (change) which shall be strung together, numbered, ratified the head of the organizer of gamblings. The form of register of counters (chips) for the beginning and the end of the working day (change) is established by the organizer of gamblings.

The register of counters (chips) for the beginning and the end of the working day (change) is conducted by the cashier of casino.

11. Issue and return to cash desk of casino of cost counters (chips) are made by the cashier of casino according to transfer sheets. The form of the form of the transfer sheet is established by the organizer of gamblings and shall provide the following details: date and time of issue and return of cost counters (chips), the name of game table, quantity of counters (chips) of each nominal, the nominal value of counters (chips), the amount in Belarusian rubles corresponding to quantity of the issued and returned counters (chips).

Maintaining transfer sheets on issue and return of counters (chips) is performed by the cashier of casino. Corrections in transfer sheets are not allowed.

The organizer of gamblings provides accounting of transfer sheets.

12. Issue to employees of casino of cost counters (chips) is made at the beginning of the working day (change) from cash desk of casino in quantity, necessary for the organization of game, with filling of the transfer sheet which is signed by the cashier of casino making their issue, the croupier (dealer) and manager of casino (division manager). Issue of cost counters (chips) for each game table is drawn up by the separate transfer sheet. If necessary such counters (chips) are issued in addition during the working day (change) according to the procedure, established for issue of counters (chips) at the beginning of the working day (change).

13. Return of cost counters (chips) is performed at the end of the working day (change) in cash desk of casino according to transfer sheets by persons who received them at the beginning of the working day (change), according to the procedure, established for issue of counters (chips) at the beginning of the working day (change). In need of counter (chips) return to cash desk of casino during the working day (change).

In case of the round-the-clock working hours of casino the period equal to 24 hours is considered the working day (change).

14. Movement of counters (chips) on game table in the course of the game from the participant of gambling to the croupier (dealer) and vice versa is not drawn up.

15. The cashier of casino registers transfer sheets in the registers of the transfer sheets numbered, which are strung together, ratified the head of the organizer of gamblings. The form of register of transfer sheets is established by the organizer of gamblings.

Log entries of accounting of transfer sheets are made daily (every shift) in chronological procedure. Numbering of transfer sheets in the magazine shall be end-to-end.

Correction of records is performed by uchineniye of the record "Record at Number ______ Is Invalid" and introduction of the correct record.

16. The statement from Regulations on implementation of activities in the field of gaming including the requirements containing in Items 19, 21 and parts one of Item 22 of this Provision and also rules of visit of casino established by the organizer of gamblings take place in the place, available to visitors of gambling institution.

17. The organization and (or) carrying out in casino of gamblings shall be performed only by workers of the organizer of gamblings.

18. For game on each game table the rates in conventional units or Belarusian rubles (minimum and maximum) approved by the order of the head of the organizer of gamblings are established. Information on rates is exposed on each game table on special tablets or hung out for the overview.

The size of rates for game in the limits set in casino is determined by visitors of gambling institution (participants of gambling) independently.

19. The amounts of the accepted (listed) money, the transferred electronic money for participation in gamblings are registered the worker of the organizer of gamblings in SKKS in case of presentation by the visitor of gambling institution (the participant of gambling) in cash desk of casino of the identity document, except for the case specified in part two of this Item.
