RESOLUTION OF COUNCIL OF MINISTERS OF THE REPUBLIC OF BELARUS

About transportations of passengers and loads

Based on paragraphs of the fourth and fifth of article 9 of the Law of the Republic of Belarus of August 14, 2007 No. 278-Z "About road transport and motor transportations", Item 1 of the Presidential decree of the Republic of Belarus of August 26, 2008 "About some questions of carrying out tenders on the right of accomplishment of motor transportations of passengers in the regular message" the Council of Ministers of the Republic of Belarus DECIDES: No. 444

1. Approve:

Rules of motor transportations of passengers (are attached);

Rules of motor transportations of loads (are attached).

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. in Regulations on procedure for carrying out tender on the right of accomplishment of motor transportations of passengers in the regular message approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2008 No. 1398:

in Item 2:

"works and (or)" to exclude words;

add Item with part of the following content:

"The license for activities in the field of road transport with the corresponding constituting services shall not be suspended on date of tender.";

third of Item 6 to state part in the following edition:

"Tender committee customer representatives, the operator, public institution "Transport inspection of the Ministry of Transport and Communications of the Republic of Belarus", and also other organizations within which competence questions of safety of motor transportations of passengers (in the presence of the consent of the specified organizations), including the State automobile inspection of the Ministry of Internal Affairs are (are included in case of survey of buses).";

in part two of Item 7 of the word "at least 2/3" shall be replaced with words "more than 50 percent";

to exclude from part six of Item 9 of the word "not earlier than";

from Item 10 paragraphs two, the third, seventh and eighth to exclude;

the Item 11 after the word is "issued" to be added with the words "or go to the e-mail address";

state Item 12 in the following edition:

"12. Cost recovery on the organization and carrying out tender for each lot is performed by the winner of tender on lot within 10 days after acceptance by tender committee of the decision on recognition of the winner of tender. The amount of such compensation shall not exceed the amounts of actual costs, and also include costs on earlier held not productive, cancelled competitions in case of repeated carrying out tender on lot. Cost information, procedure and terms of their compensation is without fail brought by the organizer of tender to the attention of applicants prior to carrying out tender on each lot exposed on tender.

If the winner of tender refuses to sign the agreement on the organization of motor transportations of passengers in the regular message, the costs compensated by it are not subject to return.";

in Item 13:

to exclude from part one of the word "at least in 7 days";

in part two of the word "less than in three working days prior to the expiration of final term of submission of competitive offers" shall be replaced with words "is later than two working days from the date of receipt of request";

state Item 14 in the following edition:

"14. Criteria for evaluation of competitive proposals of participants of tender are:

availability of necessary number of buses (with reserve);

quality characteristics of buses (the parameters ensuring comfort and safety of motor transportations of passengers);

useful life of buses from the date of their production;

lack of gross violation of the legislation on licensing or the established licensed requirements of implementation of the licensed activities in the field of road transport in case of accomplishment of motor transportations of passengers;

lack of data on the accounting road accident made because of the driver of automobile carrier in which people in case of accomplishment of motor transportations of passengers suffered;

absence at the participant of tender on the first day of every month within 12 months preceding month of carrying out tender, the tax debt, charges (duties), other obligatory payments in republican and local budgets, control of which is imposed on tax authorities, to penalty fee on them;

lack of violations within the calendar year preceding year of carrying out tender, payment due dates of compulsory insurance premiums, fees for professional pension insurance and other payments in the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus;

absence within 12 months preceding month of carrying out tender, three and more violations by the participant of tender and (or) its workers of established procedure of acceptance of instruments of payment and (or) uses of cash and other equipment;

ensuring the average monthly amount of payments in monetary and (or) natural value, including remunerations under civil agreements on which compulsory insurance premiums, on one size of the monthly minimum wage established by Council of Ministers of the Republic of Belarus working with at least 1,5 are assessed.

Criteria for evaluation of competitive offers are expressed in points. The number of the charged points on each criterion for evaluation of competitive offers when carrying out tender on the right of accomplishment of motor transportations of passengers in the regular message is established according to appendix 1. The competitive offer is estimated by the total amount of points on all criteria for evaluation of competitive offers.";

to state part one of Item 15 in the following edition:

"15. For participation in tender the applicant represents the competitive offer containing to tender committee:

the statement on participation in tender in form according to appendix 2 with application of documents, provided in this appendix;

information on the basic (main) and reserve (reserve) buses in form according to appendix 3.";

to state part one of Item 17 in the following edition:

"17. Competitive proposals of applicants are accepted in sealed envelopes with indication of the applicant (names of the legal entity or surname, own name, middle name (if that is available) the individual entrepreneur), the legal and postal address, accounting number of the payer and date of tender and are subject to registration with assignment of number, specifying of date and time of their acceptance.";

the second Item 20 to state part in the following edition:

"The tender committee has the right to demand explanation or refining according to the provided competitive offers, including by the direction to the applicant or other interested state bodies, the organizations of the corresponding request. Written explanations or amendments shall be provided to tender committee no later than two working days from the date of receipt of such request.";

add Item 21 with the paragraph of the following content:

"the legal entities and (or) individual entrepreneurs who did not provide on commission survey the buses specified in the competitive offer, in the quantity required for participation in lot on tender.";

add Item 22 with parts of the following content:

"In case of need the tender committee has the right to request originals of the documents submitted by it in the competitive offer from the applicant. The applicant shall provide required originals of documents until the beginning of calculation of total amount of points of assessment of competitive offers.

Members of the commission perform inspection of the buses provided by participants of tender regarding absence of damage of details of body and salon.

If the bus has visible defects of body, salon (presence of the centers of corrosion, lack of elements of body and (or) their partial deformation, loose seats, hand-rail, depreciation and (or) damage of flooring) or violation of sanitary standards and rules (dirt in salon, dirty covering of ceiling and (or) seats, the torn covering of seats), the specified bus is not allowed to participation in tender.";

in Item 26:

the third offer to state in the following edition: "In case of the identical largest total amount of points of assessment of competitive offers at two and more participants of tender by the winner of tender the participant of tender with wide experience of work in the field of accomplishment of motor transportations of passengers is recognized the regular message.";

add Item with parts of the following content:

"The basis for assessment of the competitive offer on this criterion is the agreement on the organization of motor transportations of passengers which is earlier signed by the participant of tender with the customer or the operator in the regular message represented by the participant of tender in the competitive offer or information of the customer or operator.

The work experience in area of accomplishment of motor transportations of passengers is determined advanced in years and the days estimated of the date of entry into force of the agreement (agreements) on the organization of motor transportations of passengers in the regular message before date of tender.";

in Item 27:

the third and fifth to add paragraphs with words "(the name of the legal entity or surname, own name, middle name (if that is available) the individual entrepreneur)";

add Item with part of the following content:

"After receipt by the participant of tender of the notification on recognition by the winner of tender or about tender recognition cancelled (in case of transfer to the specified participant of the right of accomplishment of motor transportations of passengers in the regular message on lot) the participant of tender shall inform the operator on intention to sign the agreement on the organization of motor transportations of passengers in the regular message on lot with confirmation of cost recovery on the organization and carrying out tender in writing. In case of lack of the statement for intention to sign the agreement on the organization of motor transportations of passengers in the regular message or not cost recovery on carrying out tender the agreement on the organization of motor transportations of passengers in the regular message is not signed.";

add Item 29 with parts of the following content:

"By results of the held competition the agreement on the organization of motor transportations of passengers in the regular message is signed with the automobile carrier declared as the winner of tender depending on useful life of buses from the date of their production for the following term:

five years – for buses useful life up to three years inclusive;

four years – for buses useful life from four to six years inclusive;

three years – for buses useful life from seven to nine years inclusive;

one year – for buses useful life of ten years.

If lot provides several vehicles, the period for which the agreement on the organization of motor transportations of passengers in the regular message is signed, is calculated by summing of deadlines of the conclusion of the contract on each declared main vehicle with the subsequent division into total quantity of such vehicles. The final result is rounded to integer.

In case of not conclusion the winner of tender of the agreement on the organization of motor transportations of passengers in the regular message in time, determined in part one of this Item, the organizer of tender suggests to sign the agreement on the organization of motor transportations of passengers in the regular message on this lot to the following participant of tender (in case of its availability) on condition of compliance of proposals of such participant to the competitive documents and requirements established by acts of the legislation on road transport and motor transportations.

In case of not conclusion the participant of tender following the winner of tender, the agreement on the organization of motor transportations of passengers in the regular message tender on the specified lot is considered cancelled.";

add the Provision with appendices 1-3 (are applied);

2.2. No. 213 "About transportation of goods by railway transport public" to add Item 1 of the resolution of Council of Ministers of the Republic of Belarus of March 22, 2024 with paragraphs of the following content:

"the national production association on fuel and gasification of Beltopgaz – when exporting peat (load line item code on ETSNG 181, 182, load code on GNG 27030000);

the republican logistic unitary enterprise "BELINTERTRANS" – when exporting:

combined container sendings (load code on ETSNG 693231, load code on GNG 99020000);

other loads including specified in this Item, in transit at least three names of codes of loads as a part of the container train.".

3. Recognize resolutions of Council of Ministers of the Republic of Belarus according to appendix to be invalid.

4. Action of subitem 2.1 of Item 2 of this resolution does not extend to carrying out tenders on the right of accomplishment of motor transportations of passengers in the regular message, notices on which carrying out are published before entry into force of subitem 2.1 of Item 2 of this resolution. Such competitions are held according to the legislation existing before entry into force of subitem 2.1 of Item 2 of this resolution.

5. This resolution becomes effective in the following procedure:

part one of Item 12 and part two of Item 180 of Rules of motor transportations of the passengers approved by this resolution – since January 1, 2027;

subitem 2.1 of Item 2 of this resolution, Item part four 160, Item 208, the paragraph of the thirty sixth of Item 226, the paragraph the fifth Item 268 of Rules of motor transportations of passengers, part one and the second Item 257, paragraphs the tenth and eleventh Item 311, Item paragraph two 327, Item part three 330, the paragraph of the eighth of Item 342 of Rules of motor transportations of the loads approved by this resolution – in six months after its official publication;

paragraphs the seventh or ninth Item 311, paragraphs of the fourth or sixth of Item 327, part one of Item 330 and Item 331 of Rules of motor transportations of the loads approved by this resolution – since January 1, 2028;

other provisions of this resolution – since April 1, 2026.

Appendix 1

to Regulations on procedure for carrying out tender on the right of accomplishment of motor transportations of passengers in the regular message

Criteria for evaluation of competitive offers when carrying out tender on the right of accomplishment of motor transportations of passengers in the regular message

1. The number of places for sitting of passengers – at least 15.

2. Useful life of the main buses.

Useful life of the bus from the date of its production (further – useful life of the bus) in this appendix is understood as the term which passed of date of issue of the bus including time of its storage (preservation), servicing, repair and use of the bus, before date of tender. Date of issue of the bus is established according to the year of release specified in the registration certificate of this bus.

Useful life of buses:

till 1 year – 100 points;

1 year – 90 points;

2 years – 80 points;

3 years – 70 points;

4 years – 60 points;

5 years – 50 points;

6 years – 40 points;

7 years – 30 points;

8 years – 20 points;

9 years – 10 points;

10 years and more – 0 points.

The criterion on useful life of buses till 1 year is applied if year of carrying out tender and year of release of the bus match.

3. Availability of the reserve bus for replacement of the bus which stopped accomplishment of motor transportations of passengers in the regular message along route for technical reasons. The quantity of passenger seats in this bus shall be at least number of places for passengers in the bus represented by the applicant as the basic.

In the presence of several reserve buses for assessment the bus which useful life the smallest is considered.

4. For each bus which is at the participant of tender in property or on the right of finance lease (leasing) 50 points are charged.

5. Assessment of buses is performed according to the following quality characteristics:

5.1. availability in inside of the bus of category Sq.m or M3 technically the operational audiodevice intended for the announcement (reproduction) of information for passengers (5 points for each bus are charged).

Points according to this subitem are not charged for category M3 buses with number of places for sitting of passengers over 22;

5.2. availability in buses of categories M2 and M3 of class III of structurally allocated luggage compartment (the place under floor of passenger salon within wheel base) or hinged design behind the Sq.m bus (10 points for each bus are charged);

5.3. availability in the bus of category M3 of places for sitting of passengers over 22 (5 points for each such place), in the bus of category Sq.m of places for sitting of passengers over 15 (on city motor transportations – 8 points for each place for sitting, on suburban and long-distance motor transportations – 5 points for each place for sitting are charged). Points according to this subitem are charged for each bus.

The basis for charge of points is information specified in the registration certificate of the vehicle;

5.4. availability in inside of the bus technically the operational conditioner (climate control) for passengers (10 points for each bus are charged).

The air conditioning system of inside of the bus shall provide distribution of the cooled air to all inside of the bus;

5.5. availability in buses of categories Sq.m and M3 of class III of seats for passengers with adjustment (5 points for each bus are charged);

5.6. availability in inside of the bus of the multimedia system allowing to provide perception of information and entertaining audio-and video content (5 points for each bus are charged);

5.7. availability in the bus of the Wi-fi network allowing passengers to perform free connection to the global computer Internet (5 points for each bus are charged);

5.8. availability in the bus of low floor which allows to make landing and disembarkation of passengers without difficulties (10 points for each bus are charged);

5.9. availability in the bus of the technical means providing video fixing of accomplishment of motor transportations of passengers including in salon (30 points for each bus are charged);

5.10. in case of absence, defect or discrepancy of design of seat belts on passenger seats in buses of category M2, of the passengers intended for city, suburban and long-distance motor transportations, and in buses of category M3, of the passengers intended for long-distance motor transportations, such buses are not allowed to participation in tender.

6. Absence at the participant of tender of gross violation of the legislation on licensing or the established licensed requirements for implementation of the licensed activities in the field of road transport and data on the accounting road accident made because of the driver of automobile carrier in which people suffered, in case of accomplishment of motor transportations of passengers.

For absence at the participant of tender of violations 50 points are charged.

The basis for assessment of the competitive offer on this criterion is information of branches of public institution the "Transport inspection of the Ministry of Transport and Communications of the Republic of Belarus" on areas, Minsk and the Minsk region, the State automobile inspection of the Ministry of Internal Affairs represented to tender committee at the request of the organizer of tender.

In case of assessment of participants of tender by this criterion the violations made within 12 months about day of carrying out tender, and for the participants registered in the Single state register of legal entities and individual entrepreneurs less than 12 months – from the registration moment are considered.

7. For each bus set in motion by exclusively electric motor and the traction battery charged only from external source of the electric power (electrobus) 50 points are charged.

8. Absence at the participant of tender on the first day of every month within 12 months preceding month of carrying out tender, the tax debt, charges (duties), other obligatory payments in republican and local budgets, control of which is imposed on tax authorities, to penalty fee on them.

For absence at the participant of tender of debt 50 points are charged.

The basis for assessment of the competitive offer on this criterion is information in the list of the organizations and individual entrepreneurs having the tax debt, to charges (duties), penalty fee posted on the official site of the Ministry of Taxes and Tax Collection on the global computer Internet.

9. Absence within the calendar year preceding year of carrying out tender, and for the participants of tender registered in the Single state register of legal entities and individual entrepreneurs less than 12 months of the expired year – from the moment of registration, violations of payment due dates of compulsory insurance premiums, fees on professional pension insurance and other payments in the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus.

For absence at the participant of tender of violations 50 points are charged.

The basis for assessment of the competitive offer on this criterion is information of Social Security Fund of the population of the Ministry of Labour and Social Protection provided in tender committee based on request of the organizer of tender.

10. Absence within 12 months preceding month of carrying out tender, three and more violations by the participant of tender and (or) its workers of established procedure of acceptance of instruments of payment and (or) uses of cash and other equipment.

For absence at the participant of tender of violations 50 points are charged.

The basis for assessment of the competitive offer on this criterion are the data of the relevant inspectorate of the Ministry of Taxes and Tax Collection for area or Minsk represented to tender committee based on request of the organizer of tender on involvement of the participant of tender and (or) its workers to the administrative responsibility for violation of established procedure of acceptance of instruments of payment and (or) uses of cash and other equipment.

11. Ensuring the average monthly amount of payments in monetary and (or) natural value, including remunerations under civil agreements on which compulsory insurance premiums, on one size of the monthly minimum wage established by Council of Ministers of the Republic of Belarus working with at least 1,5 are assessed.

For providing with the participant of tender of the average monthly amount of payments specified in part one of this Item 50 points are charged.

Rules of motor transportations of passengers

Chapter 1. General provisions

1. These rules are developed according to the Civil code of the Republic of Belarus, the Law of the Republic of Belarus of January 9, 2002 No. 90-Z "About consumer protection", the Law of the Republic of Belarus "About road transport and motor transportations" and other regulatory legal acts. These rules govern the relations arising under the organization and accomplishment of motor transportations of passengers, conditions and procedure for accomplishment of motor transportations of passengers, their baggage and (or) hand luggage are determined, the rights are determined, responsibility and obligations of passengers, automobile carriers, customers of motor transportations of passengers, operators of motor transportations of passengers, owners of passenger terminals, operators of taxi, taxi dispatchers, dispatchers of motor transportations of passengers in the irregular message are established, other provisions provided by the Law of the Republic of Belarus "About road transport and motor transportations" and other legal acts are established.

2. In these rules terms and their determinations in the values established by the Law of the Republic of Belarus "About road transport and motor transportations" and also the following terms and their determinations are applied:

the category Sq.m bus – the bus which permitted maximum mass does not exceed 5000 kilograms;

the category M3 bus – the bus which permitted maximum mass exceeds 5000 kilograms;

motor transportations of passengers in the regular regular message – the motor transportations providing landing disembarkation of passengers on all stopping points of route;

motor transportations of passengers in the high-speed regular message – the motor transportations providing landing disembarkation of passengers on smaller number of stopping points of route in comparison with transportation along the same route in the regular regular message;

motor transportations of passengers in the express regular message – the motor transportations providing landing disembarkation of passengers on much smaller number of stopping points of route in comparison with motor transportation along the same route in the regular regular message including motor transportations of passengers without intermediate stopping points of route;

badge – distinctive mark of the employee of control and auditing service of the established form;

booking of the place for journey – preliminary reservation of the place in the vehicle for motor transportation of passengers in the regular message;

the validator – the device intended for confirmation by the passenger of payment of travel by the bus by means of the electronic ticket, used in case of the automated payment system and journey payment control;

the driver – the physical person managing the vehicle and being in case of accomplishment of motor transportation of passengers by the representative of automobile carrier;

accomplishment of motor transportations of passengers in the regular message under the guise of motor transportations of passengers in the irregular message – accomplishment of motor transportations of passengers in the regular message without the conclusion of the agreement on the organization of motor transportations of passengers in the regular message or not provided by the schedule of movement (except as specified accomplishment of the additional flights organized by the customer of motor transportations of passengers in the regular message or the operator of motor transportations of passengers);

additional flight – the trip of the bus entered in addition to the established flights on route for ensuring the increasing need for motor transportations of passengers;

the order – set of actions of the customer of motor transportations of the passengers directed to the conclusion of the agreement of motor transportation of the passenger;

information system of sale of tickets – the information system allowing to get direct access to the database of schedules of movement of vehicles along routes, availability of empty seats and other information on conditions of accomplishment of motor transportations of passengers in the regular message and allowing to make payment of journey of the passenger;

the cash summing-up register combined with taximeter – the special equipment of the car taxi intended for automatic detection of fare, informing the passenger on the amount of payment, seal of the payment document and (or) forming for issue to the consumer of the payment document and the document confirming return of instrument of payment in electronic form without its conclusion to seal and also accounting of indicators of work and the modes of use of the car taxi and data transmission in the control system of the cash equipment;

puncher – the mechanical, electromechanical, electronic or other device (depending on the applied payment system and control of payment of journey) intended for confirmation by the passenger of payment of journey in road transport by means of the ticket;

the conductor – the authorized person providing collection of fare of passengers in the regular message and transportation by them of baggage and (or) hand luggage and also verification of presence at passengers of travel documents, travel documents "preferential" and the documents confirming the right to privileges on journey payment or the original document confirming the right to free pass in case of motor transportations of passengers in the regular message;

terminal stopping point of route – the last stopping point of route in case of accomplishment of flight in the direct and return directions;

the controlling person – person authorized on control of observance of requirements of the legislation on road transport and motor transportations of passengers;

the button of address opening of doors – the device established on door of the bus and intended for independent opening by passengers of doors of the bus after its complete stop and activation of such device by the driver;

route – the established vehicle transit between certain Items;

piece of luggage or hand luggage large-sized – the objects having the sizes more than 100 x 60 x 40 centimeters or the amount of results of three dimensions more than 200 centimeters or weight more than 40 kilograms;

piece of luggage or hand luggage undersized – the objects having the sizes no more than 60 x 40 x 20 centimeters or the amount of results of three dimensions no more than 120 centimeters and weight no more than 20 kilograms;

piece of luggage or hand luggage srednemerny – the objects having the sizes no more than 100 x 60 x 40 centimeters or the amount of results of three dimensions no more than 200 centimeters and weight no more than 40 kilograms;

starting stopping point of route – the first stopping point of route in case of accomplishment of flight in the direct and return directions;

organized group of children – the group of children created by the customer of motor transportation of group of children;

stopping point of route – the established place of stop of the bus for landing disembarkation of passengers designated and equipped according to technical regulatory legal acts;

trip – one journey of the passenger during one flight;

the schedule of movement – the established time schedule of accomplishment of flights by vehicles along routes of motor transportations of passengers in the regular message including arrival time and (or) departures of the vehicle for each stopping point of route (date, days of the week, hours and minutes of days);

flight – way of the vehicle from route, initial to terminal stopping point, in the direct or opposite direction;

the scheme of route – graphical representation of route with indication of stopping points of route;

rate – monetary value of cost of unit of service in motor transportation of passengers, their baggage and (or) hand luggage for one trip, landing, one kilometer of journey, one hour of use of the vehicle, transportation of one piece of luggage and (or) hand luggage, the announcement of cost of baggage and for other services;

the terminal of the employee of control and auditing service on road transport (further – control and auditing service) – the device for check of payment of driving by means of the electronic ticket, QR code, bank payment card, different ways of payment of journey or the right to privileges through payment of journey in case of motor transportations of passengers in the regular message with use of the travel document "preferential";

the vehicle – the motorized vehicle intended on the design and the equipment for motor transportations of passengers and baggage and (or) hand luggage (the car, the bus);

the form of trip – the transport document applied in case of accomplishment of the international motor transportations of passengers in the irregular message and containing the passenger manifest, the information about automobile carrier, the bus, its crew and route of motor transportation in the form established by the Ministry of Transport and Communications;

the school bus – the bus of category Sq.m or M3, intended for motor transportation of students, pedagogical employees of organizations of preschool, general secondary and vocational education, the studying organizations of additional education, and also the children having sports training in specialized educational sports facilities, children's and youth sports schools (specialized schools of the Olympic reserve for children and young people) included in structure of clubs by the form (types) of sport in the form of the isolated structural divisions.

3. Action of these rules does not extend to the organization and accomplishment of motor transportations of the passengers excluded from coverage of the Law of the Republic of Belarus "About road transport and motor transportations".

Chapter 2. Requirements to vehicles

4. The vehicle in case of accomplishment of motor transportations of passengers shall be in technically serviceable condition, have acting permission to the admission to participation in traffic and the international certificate (in case of the international motor transportations of passengers).

The vehicle shall be equipped:

the technical tool performing video fixing of accomplishment of motor transportations of passengers (further – the technical tool of video fixing), by its installation in inside of the vehicle. Till January 1, 2028 the vehicles which are carrying out intra republican motor transportations of passengers in the regular message can not be equipped with the technical tool of video fixing;

the equipment of satellite navigation by its installation in inside (cabin) of the vehicle – in case of accomplishment of intra republican motor transportations of passengers in the regular message.

The technical tool of video fixing shall provide:

data recording (including audio recording) about the events which are taking place before the vehicle, and also happening in inside of the vehicle during all working day (change) of the driver;

realization of function of record with display of date and time of fixing of events;

storage of records before their transfer to automobile carrier.

The equipment of satellite navigation shall provide fixing of location of the vehicle, and also the distance passed by it, the direction and the speed of movement.

5. Compliance of vehicles to additional ecological and technical requirements shall be confirmed by certificates (in case of accomplishment of the international motor transportations of passengers to the states in which such requirements are imposed). Change of design of the vehicle shall be confirmed with the certificate on vehicle compliance with the changes made to its design to safety requirements in the absence of information in registration documents of the vehicle.

6. The number of the transported passengers, mass of their baggage and (or) hand luggage, mass of the vehicle and load of its axes shall not exceed the regulations established by the organization manufacturer.

7. The vehicles registered in the Republic of Belarus in case of accomplishment of motor transportations of passengers shall be drawn up according to requirements of these rules and other regulatory legal acts.

8. The inside of the vehicle shall be:

the business card containing surname and the driver's initials, and also its photo;

information on the name (surname, own name, middle name (if that is available), the location (residence) and contact telephone numbers of automobile carrier;

information on the location of the book of notes and offers;

punchers in case of application of the corresponding payment system of journey and (or) validators in case of application of the automated payment system and control of payment of journey (in buses in case of accomplishment of city and suburban motor transportations of passengers in the regular message);

information on rates for city motor transportations of passengers in the regular message and transportation of hand luggage (in buses in case of accomplishment of city motor transportations of passengers in the regular message);

information on the size of penalty for stowaway journey, vehicle capacity, the number of places for sitting, and also texts "Emergency exit", designations of devices of emergency management by doors, emergency exits, the instruction about use of them (in buses in case of accomplishment of city, suburban, long-distance intraregional, long-distance interregional motor transportations of passengers in the regular message);

specially designated places (at least four) for passengers with children of preschool age, expectant mothers, disabled people and aged citizens (in category M3 buses in case of accomplishment of city motor transportations of passengers in the regular message);

the information texts containing numbering of places for sitting (in buses in case of accomplishment of suburban, long-distance intraregional, long-distance interregional and international motor transportations of passengers in the regular message);

information on availability in inside of the vehicle of the technical tool of video fixing.

9. Indexes of route by bus, including in the form of electronic boards, shall contain information on number of route and (or) names of terminal stopping points of route.

10. In case of accomplishment of intra republican motor transportations of passengers in the regular message the equipment of satellite navigation shall be adapted based on the agreement on the organization of motor transportations of passengers in the regular message for the software of the navigation and information complexes used by customers of motor transportations of passengers in the regular message or operators of motor transportations of passengers.

Data on vehicles (buses, cars) used for accomplishment of intra republican motor transportations of passengers in the irregular message including cars taxi, shall be included in the state information resource "The Register of Motor Transportations of Passengers in the Irregular Message" (further – the register).

11. For accomplishment of suburban and long-distance intraregional, long-distance interregional motor transportations of passengers (further if other is not established, – long-distance motor transportations of passengers) vehicles of categories Sq.m and M3 of classes B and III shall be used.

The operator of motor transportations of passengers in coordination with the customer of motor transportations of passengers in the regular message allows use:

vehicles of category M3 of classes A, I and II for accomplishment of suburban motor transportations of passengers in the regular message;

vehicles of category M3 of class II for accomplishment of long-distance motor transportations of passengers in the regular message on condition of providing each passenger with the certain place for sitting equipped with seat belts. In this case motor transportation of passengers standing it is not allowed.

12. Passenger seats of buses of the categories Sq.m and M3 of class III used for accomplishment of city, suburban and long-distance motor transportations of passengers shall be equipped with two-point or three-point seat belts.

Since January 1, 2030 passenger seats of buses of the categories Sq.m and M3 of class III used for accomplishment of long-distance motor transportations of passengers shall be equipped with three-point seat belts.

Use since January 1, 2030 of buses of categories Sq.m and M3 of class III for accomplishment of long-distance motor transportations of passengers with the passenger seats which are not equipped with three-point seat belts is forbidden.

13. For accomplishment of the international motor transportations of passengers the buses having shall be used:

the seats convenient for trips on long distance;

the luggage compartment in amount is at least 0,1 of cubic meter counting on each passenger seat for sitting (in case of number of places for sitting from above 40);

the control device (tachograph) which passed metrological assessment according to the legislation on ensuring unity of measurements for data recording about movement of the bus and work of his drivers;

other equipment providing comfortableness of trip of passengers.

14. As cars taxi cars with number of passenger seats shall be used to sitting at least three.

The design and arrangement of doors of the car taxi shall provide convenient landing disembarkation of passengers (at least two passenger doors on the right side of the car).

The car taxi shall be painted in yellow color or have on all length on side surfaces strip of yellow color (width of strip of yellow color on doors shall be at least 200 millimeters with its prolongation on horizontal contours on all side surface of the car) and to conform to requirements to registration according to appendix 1.

On roof of the car taxi the identification lamp of orange color according to requirements according to appendix 2 shall be placed.

The car taxi shall have distinctive mark of servicing which the composition from the squares of black color located in chessboard order and which conforms to requirements according to appendix 3 is. The distinctive mark of servicing is applied on front and back walls of identification lamp and on front doors of the car taxi. Program cash desk for taxi, the cash summing-up register combined with taximeter, specified in part seven of this Item, shall be established so that to provide availability of information to the passenger.
